The older, cheaper, louder Niagara floor — no tower of its own, and it works better for it.
Casino Niagara was the city's first casino and still behaves like it. It stands on Falls Avenue at the foot of Clifton Hill — in the middle of the tourist strip rather than above it — and the two-level floor is tighter, louder and considerably less polished than its sibling up the hill.
There is no hotel tower attached, and that single fact shapes the visit. The building connects by indoor walkway to several hotels in the Falls Avenue complex, so you can sleep two minutes away without going outdoors, but you are booking a hotel and a casino separately rather than as one resort.
The trade is clean: give up the resort experience, get lower table minimums, a shorter walk to the falls and more energy per square foot. For a large share of visitors that is the better evening.

No rooms of its own. The casino sits inside the Falls Avenue Resort complex and links indoors to several hotels of varying standard — a link that earns its keep in winter. Book the hotel on its own merits and treat proximity to this floor as a convenience rather than a reason to pay more.
A comedy club runs a regular weekend schedule in the building, and the sports bar draws a crowd whenever there is a game worth watching. Touring productions in this city play up the hill instead.
Not a casino hotel in the strict sense, but too central to the Niagara picture to leave out of the digest. Come for a cheaper, livelier evening and sleep next door. If you want the resort, walk ten minutes uphill.
