What a high-limit room is

What determines access is recorded play over time, tracked through the loyalty programme. That is the whole of it. The tiers are calculated from the property's expected margin on that play, which is a straightforward commercial arrangement and worth seeing clearly for what it is.

What it gets you, and what it does not

It gets you service: a suite instead of a room, a table held at the steakhouse, tickets to a sold-out show, a host who knows your name, valet parking without the queue, and a gaming room that is quiet on a Saturday night. At the top of the scale it gets you private salons that most visitors never see, with dedicated dealers and limits set by arrangement.

It does not get you better odds. Nothing in any VIP programme in Canada changes the mathematics of a single game — the certified return of a slot machine, the rules on a blackjack table, the number of pockets on a roulette wheel. The comps are paid for out of expected losses, which means the more a programme gives you, the more it expects to take back. That is not a scandal; it is the arithmetic, and knowing it is the difference between enjoying the service and mistaking it for a gift.
